I think the tournament should have been held again since the whole thing was rigged just so that Harry could 'touch' the cup.

I don't think they could have convinced people to hold it again, especially with Cedric's 'mysterious' death. The ministry wasn't going to acknowledge that Voldemort had killed him, so they had to decide that the Triwizard Tournament was too dangerous, even with age restrictions, etc. It's the only logical option.

I'm with Hermie on this one, added to how difficult it is to set up the Twizzard Tournament in the first place, the Ministry wasn't going to acknowledge that the disparity in winners was because of Harry and Voldy's need to corner him. Seeing as all that could be blamed for Cedric's death was the 'danger' of the tournament itself, not many people would be to eager for a retake of it, far less to sign up to actually compete.
